The html file defines the agency administration page where one can manage the different agencies and agency user page.
The admin page displays a list of agencies and agency users. The admin or super-user can activate or deactivate agencies and add agency users. If user is not a super-user or admin, the user can only manage/add other users.
This file could have a comment about what the "guid" represents.
